I wonder if the friendly division was trying to game the system in this way, as pairing the lower tier CV with a good AA ship is a common tactic when trying to manipulate the MM in the way I described. The only time this tactic fails is the situation that we see here, where two such fail divisions are present. In fact, this can be abused by knowledgeable players to ensure the tier Vs in the divisions are almost always top tier in a Tier V match, because under most circumstances the enemy tier IV CV being in the match ensures it’s a tier V match. If two players with different tier ships (say, Tier 6 and 7) are signing up together, then the number of pots is reduced (you can't get a pure Tier 6 or pure Tier 7 game now) and since the fewer pots have to completely fill before you can start playing, it may take longer to get placed in a game. This particular type of MM is also exceedingly rare because CVs are always matched against a same-tier equivalent, whereas with other ship types substitutions will occur if the queue time gets too high. This generally reduces the time to get into a game since once any one of the pots you are in fill up, those players get pulled into a game. Basically if you are signing up as an individual, your ship gets placed in several pots for potential games, which is why sometimes you are top tier, sometimes all players are same tier and sometimes you get uptiered. I believe there is a video on the WOWs website (or YouTube if you want to search) that explains in general how the MM system works. It is only about ship tiers not player skills, right?
